Home Affairs launches digital portal for citizenship verification and reinstatement

The Department of Home Affairs has launched a new digital platform allowing South Africans to verify their citizenship status and confirm the reinstatement of citizenship that may have been unconstitutionally withdrawn in previous years.

This development follows a landmark Constitutional Court ruling earlier in 2024, which found that Section 6(1)(a) of the South African Citizenship Act had, for years, resulted in thousands of citizens unknowingly losing their nationality when acquiring another citizenship. The Court ordered the automatic reinstatement of all citizenship that had been lost under this defective provision and instructed Home Affairs to put mechanisms in place to ensure affected individuals could confirm their restored status.

In line with the department’s digital transformation strategy to deliver Home Affairs @ Home, the new portal eliminates queues, forms, and manual verification. Instead, the system uses facial recognition technology, machine learning, and secure biometric verification to authenticate a user’s identity and correct their records on the National Population Register, instantly and from anywhere in the world.

The Department of Home Affairs says the platform not only ensures compliance with the Constitutional Court’s order but also positions South Africa at the forefront of global digital citizenship systems, an area where only a handful of countries currently operate at this level of sophistication.

“Very few countries on earth offer digital citizenship services at this level of sophistication. Over time, the powerful underlying technology we have built for this portal will also significantly enhance other services, as well as immigration and citizenship law enforcement, by eliminating reliance on paperwork and manual verification,” said Minister of Home Affairs Leon Schreiber.

He added that the initiative marks a major step toward modernising state systems:
“Home Affairs is building a digital service delivery revolution, storming into the future to transform South Africa into a world leader in smart government that delivers dignity for all.”

WHY THIS MATTERS:

  • Thousands of citizens were affected by previously unconstitutional provisions that caused automatic loss of citizenship.
  • Many only discovered the issue when applying for passports, IDs, or attempting to return to South Africa from abroad.
  • The new system provides legal certainty and quick verification, reducing bureaucratic delays and cutting out middlemen.
  • It forms part of a broader push by the Department to digitise core services, reduce corruption, and modernise immigration and civic systems.

The launch of the portal is expected to significantly ease the administrative burden on both the state and citizens while setting a new continental benchmark for digital governance.
